Anise was part of an experiment carried out by nightmare. The goal of the experiment was to test the limits of Meta Psychology which is the physical science created by mankind in this age. She has the power to control technology that uses Meta Psychology.
Later she is kidnapped by Milly and Kain, and she joins the crew of the Sword Breaker. Other than her powers she seems like a fairly normal child. She often seems scared, but that is understandable given her circumstances.
